Yes, the motors are handouts. As far as I know, there is only one chassis you can use, it's the proslot spec 15 chassis. When you get it, you must fill out the card and send it to the USRA.

Note: If you do not send in the card, the USRA will come to your house, cut up the chassis, harass your family and kill your livestock. (or something like that):D

Crazy Racer,

The purpose for the card is for the racer to register the chassis with the USRA. The chassis' are engraved with a serial number that MUST be registered with the USRA in order for the chassis to compete at the Nats. When the racer signs up at the Nats we check the serial number on the chassis to make sure that it corresponds to the same racer that it was originally registered to. We are trying to keep this class an introductory class and keep the competition as equal as possible. Hence the handout motors.
Right now only Proslot produces the chassis. The USRA designed the chassis and it is the only chassis that may compete in this class. Koford and RJR will be producing the chassis also very soon. The chassis are all cut from the same edm program. So therefore they will be very close to being the same, no matter who produces them. This gives ALL of the manufacturers part of the pie. At the Nats we used Proslot blueprinted motors. They were the only producers of the motors at the time. However, I understand that Koford and RJR are working on their version of the Spec-15 motors. Once we have more manufacturers producing the motors, we will put the manufactures names that have not been used at the Nats previously in to a hat and draw one out. That will be the manufacturers motors that we will use at the next Nats. If you have any further questions and want REAL answers, just post your questions here and I will answer them.

...When the racer signs up at the Nats we check the serial number on the chassis to make sure that it corresponds to the same racer that it was originally registered to...

Does that mean that once a person registers a chassis, it can't be sold or given away, and then raced by the recipient in a USRA Nats? Or is there some provision for putting in a "change of registered owner" form?

When will the motors to be used be announced? Is the race spray glue?Do you get only on motor?

I will answer both questions. 1. Yes, the chassis may only be registered once. There is no transfer of ownership. We are trying to keep the purchase of these chassis' limited to the standard manufacturer, distributor, raceway, racer progression. We want to encourage the racer to build his own car and not buy it from a Pro.
2. As soon as I receive confirmation from the other manufacturers, then we will have a drawing to see which motors will be used for the 2003 Nats. Once we have more than one company producing the motors, we will have the drawing at the Nats each year. That way everyone will know the motors that will be run next year.
