would a person making any change in gearing to a car that
is geared 9/29 on a track with 13.9 volts versus the exact same car and gearing on the exact same track, but with the voltage turned down to 11.5 or 12 volts ?
If so, what change ?
Cars are 16D nascar 4" cars.

There's several ways to analyze this situation! Since the power will be reduced, you could pull a taller gear without overheating too much, but the car is still going to be mushy just like it would on a taller gear and no power reduction.
Conversely, you might gear lower to make up for the punch lost to the lower voltage. This has the advantage of making better brakes as well, and may well result in better lap times once you get used to using the brakes to capacity. You will find its a lot easier to pass another car by braking harder than it is to pass on a straight where you might run out of room before you both tangle in the next corner, or worse yet, the banking if there is any.
Use your test and practice time wisely to sort on the differences. I'm betting the lower gearing works best.
