    2018 USRA Bylaws Online Vote

    To All Current 2018 USRA Members


    There will be an Online Vote for a total of 15 By Laws Proposals.


    This Online Vote will open on Sept 22 and will close on Oct 1, 2018.


    The USRA will not start a discussion forum for these proposals prior or during the time of voting on the Proposals. These proposals, if passed, will shape the USRA going into the future.


    Current 2018 USRA Members will be e-mailed a "link" to where each member can vote on each and every proposal.
    These emails should have gone out already tonight.


    Make sure you check your e-mail including "spam box" if you can not find your e-mail/link after Sept 23. If you are not e-mailed, then please contact me at director@usraslots.com for further assistance. I will verify your membership and send you a copy of the voting invtation with link.


    Please do not share this link or vote more then once. All votes will be verified against the current 2018 USRA Membership roster.


    Anyone not a current USRA Member can still sign up and pay their dues and will be allowed to vote as long as membership is paid prior to Sept 28, 2018. Memberships may be purchased here: http://www.usraslots.com/membership/

    The intention was not to keep the proposals secret, but simply to avoid getting votes from non-members or spammers.

    All voters will be verified that they are current 2018 members anyway...
    but just a bit more work for me if the link to the online ballet is shared or made public,
    in case I do get flooded with ineligeble votes.

    In the past, the proposals were perhaps also kept to a "members only" status, possibly to help avoid
    discussion & debate regarding proposals that were already accepted & approved to put up for the vote.

    In hindsite, we probably could have simply posted the list of proposals being voted on
    in a public post, without the link to vote, which was sent out to members.

    Since the link has already been posted elsewhere, I will go ahead and paste the list of proposals being voted on here:

    Bylaws Proposals 2018
    Proposal Number 1
    Article VIII Sanctioned Racing Events Section G Wing Car Nats Schedule
    Add Cobalt 12 back to the USRA Division 1 Nats schedule.
    This is to be a combined amateur and expert race. Everyone is eligible to race.

    Effect
    This is a class that is heavily raced in multiple areas of the country and continues to grow!! We can add this to the schedule without adding another day to the schedule and will add entries to the event.

    Proposal Number 2

    Article VIII Sanctioned Racing Events Section G Wing Car Nats Schedule
    Add to Section G
    Nats host raceway owner may only add ONE option class only to the Nats Schedule.
    Option classes are : Box 12, Int 15, C-12, Gr 27, S-Pro, Open Warmup, Geezer Gr 7.

    If Proposal 1 is voted in, then C-12 would be removed from this list.
    Effect
    This means the track owner of the “Nats” host track could choose ONE class that would benefit the track. Those classes would be any other USRA Division 1 class not on the regular schedule. The "discretion classes" are: Box 12, Int 15, Gr 27, S-Pro, Open Warm Up and Geezer Gr 7.
    This would give other racers options to race in a national event. We could run multiple classes on a single day. This year we ran 5 classes in 5 days and had a lot of down time. We could easily run up to 7 classes in our 5 day schedule.

    Proposal Number 3

    Article VIII Sanctioned Racing Events Section A Line 5.
    Change to read:
    The Annual Wing Car National Championship race shall begin in the month of August and finish in the month of September.
    Effect
    We have raced at many different times of the year with all kinds of results. With the state of wing racing now, giving a wider range of dates may help pick the best available dates for the most amount of racers . Travel can be considerably less at different times year. Also this will give some flexibility to schedule around other events that are going on.

    Article IX number 2
    Change to Read:
    Scale and Motor manufacturers must submit one piece of each component for which they seek approval to the Scale and Wing Tech Division Directors by July 1 for evaluation and inspection.
    Wing manufactures must submit one piece of each component ( chassis, chassis parts, bodies ) to the Wing Division Tech Director by Nov 1 for evaluation and inspection.
    Effect
    Change the manufactures submittal dates for division one. Equipment being submitted for approval in division one USRA must be received before November 1st, to be approved for the upcoming national race.
    This will give the Manufacturers about a month to get their products submitted after all the rules have been voted on and time to get approval for the next year.

    Article IX Number 3
    Add Line 3 B
    Approval for Wing Division chassis, chassis parts, bodies will be pending subject to the Manufacturer having product to begin filling orders by Jan 1.
    Effect
    Change the date of production of product to January 1 for Division 1.
    This will be a good compromise to the Manufacturers to get things available.

    Article VI Section Online Voting Line B
    Add the following: Voting for Division 1 Bylaws are to be limited to participants and manufacturers of Division 1 USRA in the last 4 years.
    The eligibility to vote on USRA Wing Car bylaw(s) ONLY, a racer must have raced in a USRA Division 1 National event in the last 4 years or a Manufacture must have had an approved product for Division 1 in last 4 years .
    Effect
    The racers/manufacturers who have been involved in the event in the recent past have the most invested interest and should be the people to vote. 4 years is a reasonable amount of time for those who truly want to be apart of our organization to have participated. This gives reasonable racers from across the country to get involved. Buying a membership does not make you eligible to vote.

    Article II Membership
    Add New Line G
    USRA Membership funds shall be separated between the two divisions Scale and Wing. Each division's appropriate funds may be used to promote their National Championship Race.
    Effect
    Separate division one and division two financially. Use each divisions appropriate funds to promote their National Championship Race.

    Article VIII Sanctioned Racing Events Section E
    Change the first paragraph only to read as follows:
    In order to encourage participation by racers nationwide, the Scale National Championships shall be moved around the country every year. The Scale National Championship may not be held in consecutive years by the same or adjoining areas unless there are no other bids. The USRA map shall be used to define the areas. The Wing National Championship will not be bound by the USRA map.
    The two current paragraphs pertaining to the three year period will remain as is and stay in effect in both Scale and Wing divisions.
    Effect
    The need for the separate regions for wing cars are no longer needed. We don’t have separate regional representation. We only have a small amount of raceways and need to bring everyone together. There are only a handful of raceways capable to host a Wing Car National Championship Race. We shouldn’t handcuff any of those raceways.

    Proposal Number 9

    Article II Membership Section F Line 2
    Change to read as follows:
    Conduct detrimental to the sport or USRA will be subject to the discretion of the Board of Directors, will result in suspension.
    Article IV Officers Section National Director
    REMOVE from National Director section the following:
    And will have full and final authority to make decisions on technical matters that have no been approved by a vote of the members of the association.
    MOVE the above line/sentence to Article III Emergency Clause Section A
    Add the line/sentence to the end of Section A
    EFFECT: This will allow the USRA BOD to vote and make decisions on technical matters that have not been approved by a vote of the members of the membership if any matters arise. The BOD as a group should discuss and vote in such matters if they arise in the future.

    Article IV Officers
    Selection of Officers
    Add New Section NOMINATION OF OFFICERS
    Any current USRA Member wishing to be a Officer/Division Director/Tech Director of the USRA must be a current member, in attendance at the Division National Event(s) in which they are seeking office and be Nominated by a member and a second from the floor of those present at the Division National Event(s). Nominees may not be manufacturers, owners or employees of any company manufacturing or distributing "Restricted Products" used in USRA racing.
    When Nominations have closed and Nominees agree to accept the position if they are voted in office, then a vote of those present will take place to determine the new officer(s).
    National Director Nominations
    At the Division National Events prior to the upcoming vote of National Director, nominations will be accepted and those nominees will be listed on the online vote for National Director. Nominees may not be manufacturers, owners or employees of any company manufacturing or distributing "Restricted Products" used in USRA racing.
    EFFECT: There is no current wording in the By Laws regarding how and when nominations are to take place.

    Article IV Officers Section Division Directors
    Remove "Assistant" and REPLACE with "Division"
    EFFECT: Division Directors are not Assistant Directors. This is a clean up issue within the wording.

    Article III Emergency Clause Section A
    Add the following:
    No USRA BOD Member or Officer(s) may not make any changes to the USRA By Laws. Any and All USRA By Law changes have to be voted on by all members of the association in a annual online vote. All USRA BOD Members and Officers are to uphold/enforce any and all current By Laws in place.
    EFFECT: There are to be no changes to the By Laws once voted in by the membership of the association.

    Article III Emergency Clause
    Add Section B
    The USRA Board of Directors may replace any officer(s) in the case of elected officer(s) resigning, termination/suspension of membership or death. In these instances, the USRA BOD will select the candidate(s) and vote on the candidate(s). All candidates must meet all USRA requirements for the positions filled.
    Effect:
    In the case of past directors resigning, this would allow the USRA BOD to elect new officers and relieve the National Director from assuming all of these positions and job requirements. Currently and as the rules are written, there are no means for replacing of officers other than elections at the National Events.
    Impact: Will allow the USRA BOD to replace any officers who resign from their elected positions, or terminated/suspended or in the case of death.

    Proposal Number 14

    Article VIII Sanctioned Racing Events
    Add Line 6.
    The Optional and Annual Wing Car National Championship Race for Box 12, Int 15, C-12, Gr 27 and Semi Pro classes shall begin and finish in the month of February. No other classes will be added to this schedule and the schedule must have racing starting on Wed and finishing on the following Sun. This race will be held at the August USRA Nats Site of the same year. In the case of the Nats hosting track not wanting this event, the USRA BOD will decide a different site for this race.
    Effect:
    This will allow National Championship races to be ran for these classes that were recently voted off the current Division 1 schedule.
    This will allow for a shorter Nats for those racing in these classes and lower costs for racers racing these classes. Will be easier on a raceway host to run two 5 day events versus one very long 9 day long event. This would also serve as a "warm up" type race for racers who may attend both Nats in the same year on the same track even with different classes of cars.
    Impact: Increases USRA participation and membership. National Championships for long standing USRA classes. Shorter length Nats, etc.

    Article X Commercial Availabilty
    Line 5 Add the following to the current wording:
    Standard Industry Discounts will be minimum 55% from MFG to Distributor and minimum 40% from Distributor to Raceway.
    Effect and Impact:
    The USRA has never identified what it's "standard industry discount" is. Now it can be identified for all member manufacturers.

    If you look at the USRA rules, OMB is Hillbilly, just without billet endbells

    NASRA also has OMB with same rules as USRA. HB box allows cahoza products to be used and aluminum endbell and two motor limit. HB 12 is what the old outdated 72gm pro 12 usra class should have been. I did propose adding hb12 couple years ago, but misunderstood usra procedure for getting it done. HB12 is raced with many entries at all major wing car events except for one.

    So I can't use Cahoza products and an almost seventy dollar endbell and I can only use one motor, but the rest of the rules are the same between USRA and NASRA, I don't have a problem with that.
    For the track I race I have a Grp F, a TSRA OMB, a USRA OMB and a NASRA Hillbilly.
    I just wish the last two presidents of the USRA hadn't been such POS, NASRA might not have happened.
